Check cooldown on artifact downloads for cargo, gem, hex, pub, conda and helm - #533
Cargo, RubyGems, Hex, pub.dev, Conda and Helm now check cooldown before serving artifact downloads, including files cached before the policy was raised. Publish times are reused from the versions row where possible. Conda checks each file's timestamp, and Helm uses the chart name and creation time from its index.
Lookup failures follow the existing download policy: cached files remain available, while cache misses fail with 502 or 503 with Retry-After when the upstream is held by rate limiting. RubyGems and Hex share the metadata paths' cached publish-time documents.
Conda and Helm reuse parsed indexes by digest, or for one minute when metadata caching is off. The short-lived cache includes the fetch. Conda streams oversized repodata under the same size bound as its metadata filter.

New Features
Downloads from Cargo, RubyGems, Hex, pub.dev, Conda, and Helm now respect configured cooldowns based on release publish times. Recent releases may be withheld; older releases and releases without a usable publish time remain available.
Cached artifacts remain available when publish-time lookup fails. Without a cached artifact, lookup failures return an error.

The Conda size-limit gap listed in the description needs fixing before this closes the download bypass. A targeted test through the public routes confirmed that metadata hides a recent package while its cached artifact still returns HTTP 200 when decompressed repodata exceeds metadata_max_size.

ReadMetadata(decoded) applies metadata_max_size to the decompressed index. When it exceeds that limit, the error reaches versionInCooldown, which allows the artifact through. The existing repodata endpoint streams larger documents, so it can hide a recent package while this download endpoint serves that same cached package. I reproduced this with gzip below the configured limit and decompressed JSON above it: the metadata omitted the package, but its artifact returned HTTP 200 instead of 404. Stream the timestamp lookup using the existing repodata size bound and add an endpoint regression test covering this case.
The download check now streams the repodata through jsonstream, bounded by maxRepodataSize like filterRepodata. metadata_max_size no longer limits the decompressed index.
If the compressed copy is already over the limit and can't be cached, the check streams it from upstream, as handleRepodata does.
TestCondaDownloadCooldownPastMetadataLimit covers both cases through the public routes: repodata hides the recent package, its cached artifact returns 404 and the old one 200.

The metadata_max_size fix in 1a9bda2 does what I asked, thanks. Since the rebase, though, this branch disagrees with how main now handles cooldown lookup failures.
The download check fails open. versionInCooldown in internal/handler/download_cooldown.go returns false whenever lookup() errors, and withholdChart in helm.go does the same when fetchIndex or the index parse fails. So a rate-limited or failing metadata API lets a version inside cooldown be fetched from upstream and cached. Hex's 100 requests a minute makes that easy to hit. Since round one, main has changed this policy. 09e41d0 made gem, Hex and PyPI cooldown fail closed (502, or 503 when the rate-limit gate held the request). 224bce8 serves an already-cached file and fails only on a miss. Please return the lookup error from versionInCooldown, and have withholdInCooldown fall back to serveCachedDespiteCooldownError and then writeCooldownLookupError, as handleDownload in pypi.go does. That needs r and the cache filename passed in. Please also add a test per endpoint with a failing lookup: cached returns 200, uncached returns 502. While there, the Enabled() / For() <= 0 preamble can use the existing cooldownApplies.
With cache_metadata off, which is the default, res.digest is empty and publishIndex rebuilds the index on every call. Every conda download fetches and parses the subdir's whole repodata.json (tens of MB compressed on conda-forge), and every Helm chart download fetches index.yaml. For Helm that happens whenever any cooldown rule exists. Please keep a digest-less index for a short TTL, like the one-minute rewrite cache from f4cab2d, so an install doesn't download the index once per file.
#604 fetches the same gem and Hex documents through the metadata cache under different keys: "api/v1/versions/" + name + ".json" and hashedCacheKey(h.apiURL, "api/packages/"+name), against "api/v1/versions/" + name and "api/packages/"+name here. If both land as they are, each document is stored and revalidated twice. Whichever merges second should use the other's keys. If #604 goes first, rebasing onto it lets publishTime reuse its fetch.
Two comments can be shorter. The publishTime doc comment in conda.go only needs the line about streaming the compressed copy when it's over the limit. The second paragraph of the withholdInCooldown doc comment restates the code below it and can go.
…me bound as the repodata filter, so a repodata.json over metadata_max_size no longer lets a package in cooldown through. If even the compressed copy is too large to cache, the check streams it from upstream.
Download handlers now check cooldowns before retrieving artifacts across six package ecosystems. Checks use stored publish times or registry metadata. Conda and Helm index lookups are reused, and database writes store publish times in UTC.
Adds shared cooldown decisions and publish-index caching. Stored publish times are checked before metadata lookups, and database writes convert timestamps to UTC.
Cargo, RubyGems, Hex, and pub.dev check publish times before artifact retrieval. Tests cover cooldown responses, lookup failures, cached artifacts, and metadata reuse.
Conda and Helm index checks internal/handler/conda.go, internal/handler/helm.go, internal/handler/download_cooldown_test.go, internal/handler/download_cooldown_errors_test.go, docs/configuration.md
Conda repodata and Helm indexes support download cooldown checks. Tests cover index reuse, Conda size limits and per-file timestamps, and lookup outcomes. Documentation describes the checks and lookup-error behavior.
git-pkgs/proxy#645: Both PRs apply cooldown rules to releases; this PR checks artifact downloads, while PR #645 filters releases during background refresh.

Merge Risk: Minimal · up to 61ac2
Downloads for Cargo, RubyGems, Hex, pub.dev, Conda and Helm now check the cooldown before serving an artifact, and cached artifacts fall back to being served when the publish-time lookup fails. I found no concrete defect in the supplied change. One policy question remains for the author to confirm: whether a version missing from a stale index should be allowed.
Security architecture risk: Low · up to 61ac2
The change strengthens download cooldown enforcement without an established new security bypass. Cached downloads intentionally remain available during lookup failures. Handling of stale or missing timestamps and conflicting concurrent lookups remains incompletely verified.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The affected security outcome is whether clients of the configured proxy can obtain recent package artifacts through existing registry download routes. Inspected identities remain package/version scoped; Conda fallback additionally preserves channel and architecture distinctions.
Security Findings and Attack Paths
inferred — The inspected missing-timestamp branch can reach an uncached artifact fetch, but it does not establish a PR-introduced bypass: the compared Cargo and pub download paths already allowed direct retrieval without this gate. This remains a limitation of enforcement coverage, not a verified increase in attacker reachability.
Trust Boundaries and Controls
observed — Upstream timestamps become inputs to a local security decision. On lookup error, cached fallback first checks version denial and then requests the exact ecosystem, package, version, and filename from cache. A cache miss does not authorize an unchecked upstream artifact fetch.
Resilience and Maintainability Implications
observed — Timestamp persistence replaces published_at on conflict without an ordering condition, and subsequent shared-gate requests trust a valid stored value. Metadata coalescing limits duplicate work, but inspection did not establish whether conflicting timestamps can arrive in an unsafe order. The focused stale/missing-time tests omit uncached scenarios expected to succeed.
Hardening Proposals
proposed — Define an explicit cache-miss contract that distinguishes genuinely untimed historical releases from versions absent in stale metadata. If stale absence must block new downloads, preserve that state through lookup callbacks and validate its recovery behavior independently of cached-artifact availability.

Full details: Linked Issues check
Explanation
Directly linked issue #521 is the only active target. Its coding requirements are: (1) cooldown checks in the Cargo, RubyGems, Hex, Conda, and Pub download handlers and in Helm's cached-chart handler, applied before serving cached or uncached artifacts; (2) publish time read from the database when stored, otherwise from a metadata lookup that persists it; (3) tests through each public artifact endpoint using an artifact cached before the policy change, verifying the download is withheld.
Requirement (1): The change summary states that handleDownload in cargo.go, gem.go (via filenameDownload), hex.go (via filenameDownload), and pub.go call withholdInCooldown before fetching or serving. Conda checks each package file. handleChart in helm.go checks the cooldown before serving a cached chart. The commit history at head shows the same coverage.
Requirement (2): versionInCooldown in download_cooldown.go uses a stored publish time when one exists. Otherwise it calls the ecosystem lookup and stores the result when applicable. lookupPublishTime and per-ecosystem publishTime helpers supply that lookup.
Requirement (3): download_cooldown_test.go covers cached artifact requests for Cargo, Gem, Hex, Pub, Conda, and Helm. Releases inside the cooldown return 404. Older and untimed releases return 200. Tests also cover stored publish times, lookup-failure behavior, and publish-index reuse.
Incremental changes since b9dcbd2 (commit 61ac273, 'Check primary metadata before allowing untimed downloads') were identified from commit subjects and the change summary. The source diff for that commit was not read. The untimed-version tests still reflect a 200 outcome, consistent with the prior assessment. No requirement in #521 is shown to be unmet. Parent or sibling context from #338 is not a target here.
Full details: Out of Scope Changes check
Explanation
All changed areas connect to the #521 download-cooldown objective:
Shared cooldown logic (download_cooldown.go, cooldown_times.go, filename_download.go) and per-ecosystem hooks (cargo.go, gem.go, hex.go, pub.go, helm.go, conda.go) implement the download checks.
The publish-index cache (publishIndex, publishIndexCache, handler.go field) reuses parsed Conda repodata and Helm indexes. It supports the lookup performed by the download check and is bounded by digest or a one-minute TTL.
Conda streaming under the metadata size bound (conda.go) keeps the Conda download check effective for oversized repodata.
UTC normalization in queries.go and the database test (TestVersionPublishedAtIsUTC) keeps stored publish times consistent when the download check compares them to the current time.
docs/configuration.md documents the download-time behavior.
Test files cover the new behavior.
No unrelated functional change is shown. The incremental commit 'Handle cooldown lookup failures and reuse download indexes' and the commit 'Check primary metadata before allowing untimed downloads' fall within the same cooldown scope, based on their subjects and the change summary. The source diffs were not read in full.

Preserve the cache-read failure path before optimizing the digest match.
The full cached-body read is costly, but a row-digest-only hit changes behavior. cachedMetadataState falls through to upstream when Storage.Open or ReadMetadataSized fails. The shortcut would instead reuse the parsed index for a missing or unreadable body.
readCachedMetadata does not perform digest validation on this path, so the shortcut does not skip that check. It still cannot preserve the current body-availability contract. Retain the read, or define a separate validated and readable parsed-index cache contract before adding this optimization.

In the cached metadata path around cachedMetadataState and readCachedMetadata,
retain the body read and its existing fallback to upstream when Storage.Open or
ReadMetadataSized fails; do not reuse the parsed index based on a row-digest
match alone. Only add a shortcut if a separate cache contract first guarantees
the body is present and readable.

Fixes #521.
Lookup failures follow the existing download policy: cached files remain available, while cache misses fail with 502 or 503 with
Retry-Afterwhen the upstream is held by rate limiting. RubyGems and Hex share the metadata paths' cached publish-time documents.Conda and Helm reuse parsed indexes by digest, or for one minute when metadata caching is off. The short-lived cache includes the fetch. Conda streams oversized repodata under the same size bound as its metadata filter.
