First part of #617: the parts that only read the configuration, and the database write the filter sites will use.

  • Dashboard: a cooldown panel with the default and the ecosystem overrides. Package overrides and patterns are only counted, since the UI has no auth.
  • Package page: the cooldown that applies to the package, and whether it comes from a package override, a package pattern, an ecosystem override or the default. The duration comes from Policy.For. A pattern match is detected with a second policy that gives every pattern the same duration, so the matching is the library's own.
  • FillVersionPublishedAt: stores a publish time in UTC only where none is stored (DO UPDATE ... WHERE versions.published_at IS NULL), without reading first. Nothing calls it yet.

Still to come, after #533:

  • recording withheld versions through a shared helper at each filter site;
  • showing held-back versions on the package page;
  • cooldown and available_at in /api/package.

Until then, the package page exists only for packages with a cached artifact. A metadata request alone creates no row.

The dashboard shows the default and the ecosystem overrides, and counts
package overrides and patterns without naming them, since the UI has no
auth. A package page shows the cooldown that applies to the package and
the kind of rule it comes from.

Also add FillVersionPublishedAt, which stores a publish time only where
none is stored, for recording the versions cooldown holds back.
